Background

The National Park Service (NPS) is an agency of the United States federal government within the U.S. Department of the Interior that manages all national parks, most national monuments, and other natural, historical, and recreational properties with various title designations.[3][4] The U.S. Congress created the agency on August 25, 1916, through the National Park Service Organic Act.[5] It is headquartered in Washington, D.C., within the main headquarters of the Department of the Interior.

The NPS employs approximately 20,000 people in 424 individual units covering over 85 million acres (0.34 million km2) in all 50 states, the District of Columbia, and U.S. territories.[6][4][7] As of 2019, they had more than 279,000 volunteers.[7] The agency is charged with a dual role of preserving the ecological and historical integrity of the places entrusted to its management while also making them available and accessible for public use and enjoyment.

Requirements

Scope of work includes:

  • This project within Saguaro National Park Rincon Mountain District includes improvements to redesign/realign the Visitor Center entrance road, relocate of the fee collection kiosk, expand parking to increase capacity and improve deficiencies in usability, traffic circulation and visitor welfare. Traffic circulation improvements are proposed for this area of the park. Realignment of the main entrance road from Old Spanish Trail and an additional turn lane is proposed with a new roadway section connecting to a relocated fee collection kiosk. The revised entrance design provides more direct access to Cactus Loop Drive and separate circulation within the visitor center. The traffic circulation will also address safety and functional circulation for multi-modal transportation
  • Parking improvements are proposed in two locations within the project area. A new west parking lot is proposed to accommodate day use activities and an expanded east parking lot shall be designed at the Visitor Center.  The reconfiguration of this area will also include relocation of the entry monument, construction of an entry plaza and installation of a new entry gate. Additional site structures for a new comfort station, shade structure, lighting, pedestrian crosswalks, and additional sidewalks to improve pedestrian mobility throughout the project area. The proposed design preserves critical existing vegetation and the viewshed of the park. The project incorperates new landscaping and water harvesting features within the project footpring
