Requirements

The selected Contractor will be required to furnish all labor, materials, equipment, technical
services, and supervision, including, but not limited to:
• Preparation of site-specific work plans and other required pre-construction submittals.
• Assisting USACE with preparation for and participation at initial and reoccurring public
meetings.
• Mobilizing to the site and setting up construction equipment and support facilities
(access, staging areas, etc.).
• Clearing and grubbing.
• Procurement, installation, construction, improvement, maintenance, and/or removal of
temporary construction facilities (e.g., offices, decontamination facilities, sanitary
facilities, utilities, parking areas, material storage areas, site waters collection, handling,
and treatment equipment).
• Locating buried utility lines and above-ground utilities prior to remediation and
deconstruction (electric, gas, water, sewer, etc.) that may be active or inactive. Identify
roads/structures/utilities/powerlines for temporary relocation.
• Environmental monitoring, sampling, and laboratory analysis.
• Decommissioning, installation, and development of groundwater monitoring wells
specified by USACE.
• Contaminated water handling, management, and disposal.
• Structural assessment of buildings.
• Building deconstruction and off-site disposal and/or recycling of buildings, structures,
foundations, contents, and utilities with FUSRAP-related contamination.
• Excavating, packaging, transporting, and disposing of FUSRAP-contaminated soil offsite.
• Packaging, transporting, and disposing universal, hazardous, industrial and “household”
waste generated from remediation activities (i.e., vehicle fluids, office trash, etc.) off-site.
• Performing confirmation sampling and final status surveys of remediated areas.
• Providing engineering, surveying, and quality control inspections/monitoring.
• Developing, operating, and maintaining an electronic file sharing system and database
that is compatible with the USACE Information Technology network. Utilize Resident
Management System (RMS) for contract documentation and administration.
• Construction, improvement, maintenance, and/or removal of site fencing and signage.
• Procurement, stockpiling, and maintenance of off-site borrow material.
• Monitoring industrial hygiene/health and safety of site workers.
• Implementing contamination control measures and monitoring their effectiveness.
• Storm and wastewater management through effective handling, treatment, and discharge
or disposal of all site waters as they apply.
• Site restoration of excavated areas, material handling areas, and support zones.
• Demobilization.
• Development of closeout reports and documentation.
• Interaction and coordination with active property owners.
• Interaction and coordination with utility providers.
• Interaction with emergency response agencies, local, and state agencies.
• Any other actions necessary to remediate the Guterl Site.
The Contractor will consult with and provide technical support services to USACE throughout
the remedial action. Expertise is required in the following areas:
• Environmental remediation.
• Health physics monitoring and worker safety.
• Installation, operation, and maintenance of air monitoring systems.
• Environmental laboratory operations.
• Water treatment system operation and maintenance.
• Environmental and Geospatial Data management and maintenance. Structural
assessment.
• Waste classification, manifesting and shipping.
• Hazardous material surveys.
