The Defense Logistics Agency (DLA) Disposition Services is preparing to issue a solicitation for the Mutilation/Demilitarization Condition of Sale (MCOS/DCOS) contract, requiring property to be purged, demilitarized, mutilated, and certified before title transfer. The contract will follow a two-step bid process and is not a service contract.

This is a Public Pre-Solicitation Notice:

The Request for Technical Proposal (RFTP) and the Draft Invitation for Bid (IFB) for the DLA Disposition Services Mutilation/Demilitarization Condition of Sale (MCOS/DCOS) contract requires property to be fully drained and purged of liquids, batteries, and Ozone Depleting Substances (ODS) then demilitarized and/or mutilated and certified prior to title transfer. Please see the attached documents for review and guidance preparing your technical proposals.

This contract will be for a thirty-six (36) month base period of performance with two (2) twelve (12) month option periods.

The facility used must be within a 75-mile radius of either DLA Disposition Services Letterkenny, Bldg. S2293 Development Avenue, Chambersburg, PA 17201 or DLA Disposition Services Susquehanna, 5440 Carlisle Pike, Bldg. 206s, Mechanicsburg, PA 17055

This sale will be conducted using a Two-Step Bid process consisting of the following steps:

(1) solicitation, submission, and evaluation of Technical Proposal to determine acceptability.

(2) issuance of an Invitation for Bid (IFB) only to those Firms who submitted acceptable Technical Proposals under Step One.

This Pre-Solicitation notice is not to be construed as a commitment by the Government, nor will the Government be liable for any costs involved in any action in response to this notice. Interested parties are encouraged to monitor https://sam.gov/ for updates.

Questions should be emailed directly to the SCO at: [email protected]. The cutoff date for questions concerning the Draft IFB or RFTP will be 14 calendar days prior to the RFTP closing date of 09 June 2025. All questions received after 26 May 2025 will not be published.
