Requirements

  • Residential Reentry Center (RRC) and Home Confinement services within Allegheny County, Pennsylvania for male and female offenders held under the authority of various United States statutes
  • The geographical radius for home confinement placements is within 150 miles of the facility
  • The Bureau anticipates the following needs:
    • The RRC In-House requirement will consist of a guaranteed minimum 40 beds (40 males and 0 females) and an estimated maximum 100 beds facility in which 92 beds will be designated for males and 8 beds designated for females
    • The Home Confinement requirement will consist of a guaranteed minimum 20 placements and an estimated maximum 50 placements to include both male and female
    • It is the intent of the Government to award both line items (RRC in-house beds and home confinement placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders
    • The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government
