Rec Site Repairs
The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit sealed bids for construction activities associated with the repair of roads and parking areas at various BLM recreation sites across the eastern half of Montana. These sites include Howrey Island, Matthews, Strawberry Hills, Moorhead, and Short Pines OHV.
* Howrey Island Recreation Area is located along the Yellowstone River, six miles southwest of Hysham, just off Highway 311. (Treasure County)
* Matthews Recreation Area is located about nine miles northeast of Miles City on the south side of the Yellowstone River on Valley Drive East. (Custer County)
* Strawberry Hill Recreation Area is located approximately 5 1/2 Miles east of interstate 94 exit 141. (Custer County)
* Moorehead Recreation Area can be accessed from Broadus, take Moorhead Road southwest about thirty miles. Moorhead campground is located four miles north of the Montana-Wyoming border in Powder River County.
* Glendive Short Pines Open OHV Area is located approximately 6 1/2 miles south of Glendive on road #335. (Dawson County)
BLM will issue Solicitation Number 140L3625B0002 via https://sam.gov/content/opportunities, at the link provided in this notice. The principal components of the work to be performed include, but are not limited to:
* Re-establish road typical section, grade, shape and compact parking areas at BLM recreation sites across the eastern half of Montana.
* Provide adequate soil moisture through the application of water to ensure uniform moisture content and to ensure that the precent relative compaction can be achieved.
* Furnish, spread, and compact Crushed Aggregate Surfacing Course as awarded and directed by the Contracting Officer s Representative.
* Grade head cut areas and place rip rap as shown in plans to prevent further cutting.
Pursuant to Part 14 and Part 36 of the Federal Acquisition Regulations, BLM intends to issue an Invitation for Bids (IFB) on or around April 1, 2025. The estimated price range of this acquisition is between $250,000 and $500,000. BLM anticipates issuing the IFB under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237310 and the associated Small Business Size Standard is $45.0 Million.
The Government strongly urges offerors to inspect the sites to gain a better understanding of the work requirements and to satisfy themselves regarding all general and local conditions that may affect the cost of performance. In no event shall failure to inspect the site constitute grounds for a claim after award. An organized site visit is currently planned for Tuesday, April 8, 2025, at 10:00 am local time. Due to the extreme distance between sites, BLM anticipates the following agenda topics for the site visit:
* Meet at BLM’s Eastern Montana/Dakotas District, Miles City Field Office, 111 Garryowen Road, Miles City, MT 59301.
* Go Over technical documents and answer questions.
* Conduct site tour at Matthews Recreation Site.
* Conduct site tour at Strawberry Hills Recreation Site.
* Answer additional questions regarding similar work to be done at each site. All sites are open to the public and can be visited by interested contractors at their convenience.
The organized site visit attendance list and Questions/Answers will then be added to the solicitation package via an amendment. Section L, Clause 52.236-27 Alternate I will have the detailed information for the site visit.
A single contract award will be made to the responsible offeror that submits the lowest priced, responsive bid in accordance with the Federal Acquisition Regulations. A firm-fixed priced contract is contemplated. Sealed bids will be due on or around Thursday, May 1, 2025, 2025, at BLM’s Eastern Montana/Dakotas District, Miles City Field Office, 111 Garryowen Road, Miles City, MT 59301.
The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use no later than October 31, 2025 (hard completion date). The time stated for completion shall include final cleanup of the premises.

All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products.
The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury’s Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
