Background

The NAWCAD WOLF Integrated Command, Control and Intel Systems (IC2&IS) Division provides full spectrum Command, Control and Intel Systems, Intelligence, surveillance, and Reconnaissance (C5ISR) technical support to the warfighter in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) to include potentially hazardous areas. These critical C5ISR solutions are funded by a broad range of Department of Defense (DoD) and non-DoD customers. The IC2&IS Division will be integrally involved in the design, production, and support required for Global Radio Frequency (RF) and Intelligence Networks (GRFIN).

Requirements

  • As the organic Lead Systems Integrator® (oLSI®) for the Naval Air Warfare Center Aircraft Division (NAWCAD), Webster Outlying Field (WOLF) operates under a product-based business model whereby WOLF civilians lead and manage the efforts of combined Government-Industry teams. Using this oLSI® approach, the Government maintains ownership of intellectual property and data rights, enabling WOLF to rapidly adapt solutions to the dynamic needs of the warfighter. The NAWCAD WOLF Integrated Command, Control and Intel Systems (IC2&IS) Division provides full spectrum Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) technical support to the warfighter in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) to include potentially hazardous areas. These critical C5ISR solutions are funded by a broad range of Department of Defense (DoD) and non-DoD customers, including joint forces commands and disaster recovery/first responders. The IC2&IS Division, operating under the oLSI® model, is using a rapid engineering process to provide solutions with a blend of Commercial-Off-the-Shelf (COTS), Government-Off-the-Shelf (GOTS), and fully-customized solutions.
  • The IC2&IS Division will be integrally involved in the design, production, and support required for Global Radio Frequency (RF) and Intelligence Networks (GRFIN). The systems designed by the IC2&IS Division may be used by various DoD and Intelligence Community Agency Sensitive Compartmented Information Facilities (SCIFs), both on ships and shore facilities, in support of the Joint Worldwide Intelligence Communications System (JWICS), which is a Top Secret/Sensitive Compartmented Information (TS/SCI) network run by the United States’ Defense Intelligence Agency (DIA) and used across the DoD, Department of State, Department of Homeland Security, and Department of Justice to transmit especially sensitive classified information. This Statement of Work (SOW) scope includes system engineering services to perform tasks in support of assigned GRFIN-related technologies and systems. Tasking includes assisting with requirements definition, solution definition, integration and installation, verification and validation, and operation and sustainment. Efforts will involve the integration and installation of GRFIN systems and equipment; the update and modernization of existing systems and equipment; and the use of legacy, current, and emerging GRFIN technologies to meet unique requirements. Tasking will span the entire systems engineering life cycle or some portion thereof. Tailoring of the systems engineering process will be required to meet rapid project life cycles. GRFIN systems that will be supported by this Task Order (TO) will range from standalone systems to global, integrated communication solutions that combine satellite and terrestrial networks supporting converged data and will take various forms including dismounted portable, mobile, and fixed site applications. While TO performance will take place primarily within the CONUS locations, completion of some projects will require travel to OCONUS locations.
