PBIS Operations And Maintenance Background

The Department of the Navy (DoN) uses the Planning, Programming, Budgeting and Execution (PPBE) process to develop and execute its financial plans. The Program Budget Information System (PBIS) is the Navy’s primary information system for developing and submitting the DoN’s long range financial plan (Program Objective Memorandum – POM) and budget to the Office of the Secretary of Defense (OSD). PBIS is also used for allocating the funds appropriated and monitoring their execution. PBIS provides functionality that allows users to create, modify, query and generate reports on DoN POM and Budget data. PBIS also has several associated web applications used for specific budgeting purposes. Due to the major role it plays in Programming and Budgeting, both the Chief of Naval Operations (OPNAV) and the Assistant Secretary of the Navy-Financial Management & Comptroller (ASN FM&C) organizations are considered owners of the system and oversee its administration. OPNAV N80 (Programming Division) is the official Program Manager of PBIS. There are over 3,000 active PBIS user accounts which range in access levels depending on the user’s job function and organization. Approximately 20% of PBIS users are located at the Pentagon, with the remainder located at various Navy or United States Marine Corps (USMC) commands across the United States and in other countries. PBIS operates on both the Unclassified and Classified Navy Marine Corps Intranet (NMCI) networks and is accredited by the Office of Designated Approving Authority (ODAA). It consists of an Unclassified server complex in the AWS GovCloud, and a Classified server complex. PBIS uses an Oracle 12C database and a custom developed Graphical User Interface (GUI). All hardware and software that is maintained by the contractor shall be considered intellectual government property.

The scope of this task order is the operations, maintenance, and system administration of the current PBIS, PBIS Subsystems (PBISweb), as well as the development and implementation of new system enhancements/ functionality to PBIS and the integration of PBIS with other functionally related systems and applications. The scope includes maintenance and assurance of system compliance with all applicable federal, DoD, and DoN information assurance and security requirements. The scope of this task order will also include analysis and presentation of data derived from PBIS and other financial data sources, PBIS training, and business process engineering and re-engineering directly related to PBIS.
