Background

MIRSC is a campus-style environment, consisting of multiple single story modules and guardhouses whose aggregate total of gross square footage is approximately 900,133 sq ft. The buildings sit on a 130+ acre site. The facility is classified for industrial use. Most modules have raised flooring; penthouses have various mechanical equipment to facilitate each module; grounds include multiple water detention ponds; courtyards interconnect through module connectors and landscaped courtyards and perimeter grounds have an in-ground lawn irrigation system. In accordance with Dept of Justice Vulnerability Assessment of Federal Facilities, the buildings within MIRSC are classified as requiring Level IV and V security.

Facility O&M services for MIRSC s 24/7 operation include facilities management, operation, maintenance, service, repair, minor construction/alteration services for buildings, structures, grounds, roads and parking lots, utilities and related support systems and equipment. The contractor will provide all management, administration, supervision, labor, materials, supplies, tools, transportation, and equipment to perform O&M services and shall plan, schedule, coordinate and ensure completion of contract requirements with the least disruption to IRS operations.

Requirements

The contractor shall provide:

  • All management, supervision, labor, materials, supplies, repairs, maintenance, parts, tools and equipment and shall plan, schedule, coordinate and ensure completion of all contract requirements specified herein at Internal Revenue Services (IRS) building(s) at the following location(s): Memphis Internal Revenue Service Center (MIRSC) 5333 Getwell Rd, Memphis, TN 38118
  • The Contractor shall be required to operate the facilities covered by this contract during all emergency situations such as fires, spills, accident and rescue operations, strikes, civil disturbances, natural disasters and the like. The contract Project Manager and his designated staff shall become thoroughly familiar with the IRS Occupancy Emergency Plan (OEP) at each site. Participation in the IRS OEP shall be mandatory during the event of an emergency regardless of the time of occurrence. The Contractor shall be responsible to support the OEP during an actual emergency or any associated preparatory drills, by performing specific actions as required by the COR as part of the basic services (fixed price) portion of this contract
