Requirements

  • LEGS communications system (hereafter referred to as “The System”) consists of three ground stations at the following locations:
    • LEGS-1 – Location: NASA’s White Sands Complex in White Sands, New Mexico
    • LEGS-2 – Location: Matjiesfontein, South Africa
    • LEGS-3 – Preliminary Location: Western Australia, specific site to be determined
  • The government seeks to understand commercial capabilities to deliver a turnkey ground station at each site, except for the antenna subsystem, which will be provided as Government Furnished Equipment (GFE)
  • The technical requirements for the LEGS System can be found in Appendix A: LEGS 1-3 System Requirements
  • A description of the GFE antenna subsystem can be found in Appendix B: GFE Antenna Description
  • The responsibilities of the facility and infrastructure capabilities of each of the three sites are outlined in Appendix C: LEGS 1-3 Sites Responsibility Matrix
  • Responders should consider that the fact that contractors must be certified to work on the White Sands Complex and that use of local labor in South Africa and Australia, to the largest extent possible, would be a requirement
  • Responses should include information on capabilities and approaches to deliver an operationally ready ground station at each site for incorporation into NASA’s Near Space Network (NSN)
  • This includes ground station development, construction, including required facilities, infrastructure, integration, and site acceptance testing
  • For LEGS-2 and LEGS-3 only, information on operations and maintenance (O&M) approaches and annual cost estimates are also being requested
