Requirements

  • The DoD’s high-level objective for this contract foreign language support services requirement is to deliver the right skill set, to the right location, at the right time, at a fair and reasonable cost. To accomplish this objective, the government envisions the contract(s) shall provide language-related services including interpretation, translation, and/or transcription services to support combatant commander and Intelligence Community (IC) missions within or focused by various geographical areas of responsibility (AOR). To ensure that high levels of quality, performance, and cost controls are maintained, the government envisions contractor(s) will provide the necessary management, supervisory, and administrative personnel to direct, administer, and report on the provided language-related services on a daily basis. Particular attention should be given to the costs associated with subcontracts. The government expects that a larger portion of the performance under these contracts shall include nonspecific, but short notice and urgent, requirements at various worldwide locations, as well as more mature and clearly defined requirements for areas such as: Africa, Asia, Europe, Guantanamo Bay, Hawaii, and various CONUS locations. Performance, deliverables, and exact location(s) of the work will be conveyed to Contractor(s) by the Contracting Officer or his/her designated Contracting Officer Representative(s) (COR).
  • The contemplated contract(s) will require personnel who can perform monitoring, transcribing, translating, and interpreting (listening, writing, speaking, and reading) from the specified contract required language (SCRL) to English and vice versa, and occasionally, from one SCRL language to another SCRL. Contract linguists hired under these vehicles may at some time be required to perform any of these duties. However, it is understood that no single individual can perform all tasks with equal competence. As a result, contractor management shall assign individuals to those tasks for which they demonstrate the strongest aptitude and possess the greatest experience.
  • Language proficiency testing is required in the SCRL(s) and English for all categories of linguists in the four basic communications skills and modalities: listening, reading, writing, and speaking. Evidence of language skills proficiency testing with acceptable results is required prior to assignment. Additionally, while all contractor personnel are subject to security vetting for positions of public trust, some personnel will require either a Secret or Top Secret with Sensitive Compartmented Information clearance. It is also desirable for contractors to manage linguists to a secondary level of mission related skills, such as: Medical, Legal, Engineering, and/or Military fields to enable assigning the best possible skill set to each unique mission requirement. Linguist personnel will be deployed or fielded to performance area(s) with adequate contractor management staff and as appropriate to unique task order requirements, will be required to undergo mandated personnel and medical screening, security vetting, and approval processes prior to, during, and following deployment to performance locations and host nation environments.
