Background

The Kaiserslautern Installation Support Services (KISS) Multiple Award Contract (MAC) is a multiple award, Indefinite Quantity Indefinitely Delivery (IDIQ) acquisition program for services. The program is designed to address 86th Civil Engineer Group (86 CEG) need for a full range of Firm Fixed Price (FFP) service requirements; all pricing determined at the task order level to achieve a total solution. The Contractor shall provide all management, supervision, labor, facilities, and materials necessary to perform each requirement solicited through the contract on a task order basis. Hereafter, the family of KISS services contracts will also be referred to as the “Master Contract.”

Requirements

The objective of this contract is to provide 86 CEG with total integrated solutions for a multitude of service-based requirements in the Kaiserslautern Military Community (KMC). These services requirements may call for solutions that cross multiple disciplines, are commercial in nature and fixed price. The contractor shall be directly responsible for ensuring accuracy, timeliness, and completion of all tasks under the contract.

This contract is available for use by 700th Contracting Squadron. The initial locations are primarily RAB, Vogelweh, and Husterhoe. Additional GSUs could be added via task order(s). The required support for KISS shall fall into one of the following categories which will be organized by Domains. The term Domain refers to functional groupings of related services spanning multiple North American Industry Classification System (NAICS) codes. Domains are designed to align order requirements to qualified industry partners. When issuing task order solicitations, the Ordering Contract Officer (OCO) will select (1) the Domain best aligned to their requirements and (2) the NAICS under that Domain best aligned to the principal purpose of the work. The chosen order-level NAICS will determine the size standard based on the awardee’s size at the time of the IDIQ offer for that NAICS, unless the OCO’s order solicitation explicitly requires a size representation from all offerors at the order level. The domains are Facility, Real Property, and Real Property Installed Equipment Total Maintenance, Grounds Maintenance, Custodial Services, and Housing Maintenance.
