Background and Requirements

Deployment of secure and prioritized emergency communications services on 4G/5G networks is highly beneficial to National Security/Emergency Preparedness (NS/EP), public safety, and critical infrastructure personnel. However, information sharing will not happen without addressing data interoperability. The Information Sharing Framework (ISF) concept may address this issue of allowing for exchange of disparate data sets during an emergency incident. Current challenges of emergency communications data interoperability include:

  • Communications can start, pass through and end at WiFi, Ethernet, Wireless and wired core communication networks
  • Can have a wide variety of user environments such as an incident site or remote mobile usage to an office, all using different types of devices such as laptops, mobile phones, tablets, Internet of Things sensors, video phones and cameras
  • Multiple equipment vendors
  • Service providers will have a combination of 3G, 4G and 5G equipment with various hybrid 3G/4G/5G/WiFi network interfaces
  • In addition, public safety personnel may be operating on different wireless and wireline networks and working in different organizations and from different jurisdictions while responding to an incident. In addition to priority and security, it will be necessary to make data interoperable and enable information sharing across platforms that will span beyond technical and traditional organizational boundaries. During incidents first responders should be able to discover, access, and consume any relevant information on a need-to-know basis, regardless of jurisdiction, affiliation, or location. NS/EP, public safety, and critical infrastructure personnel can have secure and prioritized emergency communications but if they cannot share information due to disparate data sets, applications, and equipment, then they cannot meet their mission.

Incumbent Contract

Deltek has reached out to the Contracting Office to obtain incumbent information and is awaiting their reply. Deltek believes this may be a new requirement.
