Background

Within the Bureau of Administration, the Office of Operations (A/OPR) manages a broad scope of diverse critical services to customers worldwide. The Office of Facilities Management (FMS) has the critical responsibility to provide safe, comfortable, and sustainable work environments in domestic facilities to support the Department of State’s mission. Included is not just the Harry S Truman Building and the annexes in the Washington metropolitan area, but also other Department facilities throughout the United States. This responsibility includes all aspects of safety and facilities management such as fire and life safety, electrical systems, heating and air conditioning systems, energy management, environmental compliance, plumbing systems, elevators, janitorial services, recycling, and grounds maintenance.

Requirements

  • Contractors shall provide Operations and Maintenance (O&M) Facilities Management services for its domestic portfolio. The O&M Facilities Management services would cover over 40 Department of State (DoS) buildings and facilities around the United States
  • Services include but are not limited to:
    • Program Management Office operations (PgMO), to include QA/QC, Environmental health and safety support, Enterprise Asset Management System (ERPS) support and specialized technical support in select areas
    • Consolidated Facility Services (CFS) for the Department of State domestic portfolio, to include:
      • Facility operations services, preventative maintenance, and system/equipment repair services
      • Facility repair services
      • Minor facility alteration and renovation services
      • Specialized technical support. The Contractor shall provide services and repairs as required to keep the entire built environment, including supporting infrastructure, in a condition to fully support DOS’s ongoing mission requirements. Preventive maintenance and system repairs include providing immediate services required to keep the facility operational for continued use and scheduled and unscheduled repairs identified by DOS
