Background

The FAA’s PSG has a multiple award follow-on requirement to replace, enhance and support existing power systems. This requirement includes project management, engineering, installation, and construction work for power systems and power system ancillary equipment and structures. The primary purpose and effort of this requirement is electrical power systems installation and construction work in existing facilities that includes, but is not limited to, engine generators (10kW to 1,500kW); fuel tanks; fuel systems; Uninterruptible Power Supplies (UPS)(40kVA to 550kVA); panelboards; switchgears; Heating, Ventilation, Air Conditioning (HVAC); equipment shelters; underground power cable distribution systems and fiber optic transmission systems, remote maintenance monitoring systems; Lightning, Grounding and Bonding Protection (LPGBS); alternate energy systems such as photovoltaic/solar, wind power, fuel cells and other emerging technologies; and miscellaneous electrical work. The engineering services requirement includes site surveys; arc flash risk assessment, coordination studies, short circuit analysis; and design specifications and drawings. Vendors expressing interest must be capable of providing these services to the FAA anywhere, and simultaneously, within the 48 contiguous United States, Alaska, Hawaii, and United States Territories.

Requirements

Work performed under this SOW is for the replacement, modification, and/or support of new and existing power systems at FAA facilities. This SOW differentiates work into three (3) categories: small-to-medium sized NAS requirements, medium sized NAS requirements, and large sized requirements. All work will be categorized at the sole discretion of the FAA. The categories are:

  • Category 1 – General National Air Space (GNAS): Small un-staffed facilities up to small/medium sized complexity efforts. Engine Generator sizes typically range from 20 kW to 700 kW or more. Uninterruptible Power Supply (UPS) size typically range is 40 kVA to 160 kVA or more. Fuel Storage Tank (FST) Systems consist of a tank at least 250 gallons or larger, with environmental monitoring. AES system typically range from 1KW to 50KW. The installation of System Cable Replacements may include direct burial of low voltage conduit systems, installation of handholes, pulling up to 500 feet of low voltage circuits through a conduit system, termination and meggering/testing of low voltage cabling, installation of outdoor power panels, and exothermic welding.
  • Category 2 – Critical Power Distribution Systems (CPDS) and Electrical Line Distribution (ELD): Work identified as being Category 2 includes a broad range of NAS facilities from unstaffed to Air Traffic Control Towers (ATCT) and Terminal Radar Approach Control (TRACON) facilities. This category includes the replacement of power cable distribution and lighting systems that consists of a minimum of 1000 feet of trenching and one (1) to two (2) loads per circuit. CPDS Systems have a wide range of equipment sizes and definitively include switchboards & panel boards with monitoring. EG sizes typically range from 300 kW to 1000 kW or more. UPS sizes typically range from 60 kVA to 225 Page 5 of 41 kVA or more. FST Systems consisting of a minimum of two (2) tanks, 2,000 gallons or larger, with environmental monitoring and automated controls. AES system typically range from 51KW to 500KW. The nature of the work in Category 2 is considered to be more complex than work identified under Category 1, given the types of facilities where work is performed as well as the associated equipment voltage. The FAA has sole discretion in determining and classifying a system as CPDS or ELD (referenced as CPDS in remainder of document, unless otherwise specified). Additional information for ELD requirements may be found in Sections 3.2.6, 3.2.7, and 3.2.8 of this SOW and Appendix A.
  • Category 3 – ARTCC Critical Essential Power System (ACEPS) Type Facilities: This category is comprised of Air Route Traffic Control Centers (ARTCC) and certain large consolidated TRACON facilities. These sites have multiple EGs typically ranging in size from 1000 kW to 1500 kW or more, multiple UPSs from 200 kVA up to 550 kVA or more, and FST Systems with a minimum of two (2) 7,000-gallon tanks or larger, with environmental monitoring and automated controls. The nature of the work in Category 3 is considered to be more complex than work identified under Category 2, given the types of facilities where work is performed as well as the associated equipment voltage. These facilities contain switchboards & switchgear with monitoring, transfer switches, motor control centers, and other Electrical Distribution Equipment (EDE) configurations. The FAA has sole discretion in determining and classifying a system. AES system typically range from 501KW to 1MW+.
