Environmental Support Tasks Previous Background

The United States Air Force (AF) and other Department of Defense (DoD) agencies are faced with shrinking budgets and reduced staffing. In an effort to gain efficiencies through volume purchasing and to reduce the administrative burden of managing multiple contracts for various environmental services, the Air Force Civil Engineer Center (AFCEC) is seeking to procure multi-year, multi-media contracts for environmental services at its installations. Services to be provided directly support the AF Environmental Quality (EQ) program necessary in meeting the Air Force mission.

Robins AFB is the largest single site industrial complex in the state of Georgia covering 6,935 acres including a 12,000 foot runway. It serves as an aircraft overhaul and maintenance depot, employing approximately 24,000 military and civilian personnel. The Air Logistics Complex performs depot level maintenance on the F-15, C-130, C-5, C-17, and transient aircraft as well as maintenance on ground support equipment, overhaul of avionics and many other aircraft components, and is responsible for software reprogramming and management of metrology and calibration services. Robins AFB also provides worldwide sustainment management support for various aircraft, weapon systems, missiles, remotely piloted vehicles, support equipment, electronic warfare and avionics systems, and all Air Force helicopters. Operations at Robins AFB require oversight regarding environmental compliance. Robins AFB is located 90 miles south of Atlanta Georgia and sits adjacent the Ocmulgee River and wetlands to its east and the city of Warner Robins to its west. The industrial complex is a Title V major source with approximately 2,000 air sources, has 150 above ground storage tanks and 10 underground tanks, stores over 14 million gallons of jet fuel, consumes 4,000 tons/yr of hazardous materials, generates 1,400 tons/yr of hazardous waste, and 11,500 tons/yr of solid waste. The base has five National Pollution Discharge Elimination System (NPDES) permits and is responsible for 2,200 acres of wetlands, 10 rare plant species, 21 National Register-eligible facilities, and 16 archeological sites. This diverse industrial site requires a competent team of environmental professionals to ensure the mission and the natural infrastructure coincide while meeting all federal, state, and local regulations.

Environmental Support Tasks Previous Requirements

  • This is a Base Integrated Environmental Support Tasks (BIEST) non-personnel services contract to provide specialized environmental work at Robins Air Force Base (AFB), Georgia
  • The Government shall not exercise any supervision or control over the contract service provider personnel, to include sub-contractors, performing the services herein
  • Such contract service providers shall be accountable solely to the Prime Contractor who, in turn, is responsible to the Government
  • The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform EQ work
  • The type of EQ support services to be provided include:  environmental management, environmental compliance, pollution prevention, natural and cultural resource conservation, spill prevention and response, training, day-to-day environmental operations and maintenance support activities necessary to support AF and AFCEC environmental mission requirements
  • Providing EQ services includes furnishing all the personnel, equipment, tools, materials, vehicles, facilities, supervision and other items and activities necessary for, or incidental to, the performance of work set forth herein
  • As part of this scope, the Contractor shall be responsible for obtaining and maintaining any registration or certification as required by Federal, State, and Local regulatory agencies, and any other registrations, certifications, licenses, permits, warrants, or other credentials or permissions required to perform the contracted tasks
  • The mission of Robins AFB is to receive, repair, and reconstitute aircraft; the objective of this contract is to ensure the mission is achieved while protecting the environment
  • The overall objective includes providing the support and services needed to execute the Air Force (AF) EQ program at Robins AFB pursuant to and in compliance with all applicable:
    • Federal, State, and local statutes and regulations
    • AF and DoD instructions, manuals, handbooks, regulations, guidance, and policy letters
    • Executive Orders (EOs)
    • Programmatic goals and initiatives
    • Industry standards and codes
