Requirements

The Contractor shall:

  • Develop remedial designs, remedial action work plans, site safety and health plans (SSHP’s), Statements of Work (SOW), plans, specifications, construction cost estimates, reports, meeting minutes and any associated deliverables.
  • Conduct technical design reviews to ensure decision document criteria are met.
  • Perform quality assurance (QA) services.
  • Preparation of preliminary assessments, site inspections, remedial investigations, feasibility studies (RI/FS), engineering evaluation\cost analysis (EE\CA), proposed plans, Records of Decision (ROD’s), action memoranda, explanations of significant differences (ESDs) and ecological and/or human health risk assessments, five-year reviews, remedial action completion reports (RACR)and studies supporting optimization of screening, evaluation, selection, design, and implementation of long term operation and management of response actions conducted under the ERP.
  • Provide consulting services related to military munitions and ordnance compounds, explosives review, oversight and verification of munitions responses.
  • Evaluate remedial systems and designs for opportunities to incorporate innovative or emerging remedial approaches and information collection technologies that maximize program efficiency.
  • Model various containment transport and/or concentration trends in a variety of environmental media, assess results and prepare recommendations.
  • Prepare sampling and analysis plans and conduct environmental sampling of various contaminants, chemicals and compounds in a variety of media.
  • Prepare appropriate documentation to validate and interpret sample results.
  • Evaluate compliance with activity-specific institutional or engineering controls.
  • Provide consulting services related to cleanup of radiological materials.
  • Provide technical and administrative support for conducting community relationship management efforts, e.g. public meetings or restoration advisory board meetings (RAB’s).    ? Manage, characterize and dispose of wastes resulting from the work performed under this contract.
  • Provide electronic data management and support including data validation, managing analytical and geospatial data, consolidating data, and web-site design and maintenance.
  • Perform project management, interpretive consultation and engineering services to support environmental activities resulting from the Navy’s compliance with all major federal and state environmental laws and regulations.
  • Prepare studies, plans, inventories/surveys and documents supporting air emissions, hazardous waste, solid waste, hazardous material (including but not limited to asbestos, lead based paint and PCBs), and pollution prevention programs.
  • Prepare plans, surveys, permit applications, studies and documents for stormwater, domestic wastewater, drinking water, industrial wastewater, sediment, water quality, fisheries, and endangered species in support of Navy compliance with regulations.
  • Develop environmental planning documents required to support compliance activities.
  • Support compliance related to oil and hazardous substance spill prevention, response and UST permanent closure.
  • Perform industrial hygiene monitoring, sampling and analysis.
  • Perform tasks related to Environmental Management System (EMS) development and implementation
  • Prepare Natural and Cultural Resources studies.
