Background

In 2005, the Department of the Treasury was certified by the Office of Management and Budget (OMB) and the Office of Personnel Management (OPM) as one of five Federal Shared Services Centers (SSC) for the Federal wide Human Resources Lines of Business (HRLOB). In 2018, a Blanket Purchase Agreement (BPA) was established to support HRLOB. The acquisition included the transition of on-premises systems to the Cloud.

The vision of the HRLOB is to provide governmentwide, modern, standardized, and interoperable human resources solutions providing common core functionality to support the strategic management of Human Capital and addressing duplicative and redundant human resources systems and processes across the Federal Government.

As an SSC, the Department of the Treasury, Office of the CIO, Enterprise Applications Division provides HRLOB services to several Federal agencies through the Enterprise Applications Technical Services (EATS) BPA. As the EATS solution continues to grow and mature, it has expanded its client portfolio and diversified its service offerings by introducing additional programs.
