Background

DLA-Aviation Richmond is seeking to identify potential vendors that may possess the expertise, capabilities, and experience to provide industrial product support to the Corpus Christ Army Depot (CCAD). The current CCAD IPV contract covers roughly 9,400 unique NIINs with approximately 50 bench stock locations in 20 buildings and 20,000 bins. It is anticipated that the scope of this follow-on effort will remain within the current scope. Please see Attachment 1 for the current estimated schedule of items (SOI) for the follow-on contract, additions and deletions will occur before and after award. DLA is the primary source of supply for approximately 80% (~8000 NIINs); however, suppliers will be able to buy items commercially under certain conditions when DLA does not have stock. Exceptions to this capability are Critical Safety Items (CSI), items that require First Article Testing (FAT) or any other items determined by the contracting officer. It is anticipated that the remaining 20% (~2000 NIINs) will be commercially sourced. For the commercially supported items the vendor will provide support for CCAD demands as well as potentially for all DLA customers worldwide for a smaller portion of items that meet specific conditions. The performance expectation for this contract will be a 99% Bin Fill Rate (BFR). The overall goal of this acquisition is to improve efficiencies and enhance support to our customers.

Requirements

The contractor shall provide services to meet the following:

  • Material Scope
    • This initiative contains approximately 10,000 DLA managed and commercially sourced National Stock Numbers (NSNs).
  • Anticipated Scope:
    • The supply, management, storage, and distribution for bench stock required to perform programmed depot level maintenance at CCAD.
    • Collaboration with DLA and customer on projected and anticipated demands to ensure item availability. The successful vendor is expected to interface with Army Customers to provide forecasting, planning, and stocking of ~20,000 bins.
    • Procurement of items from DLA and commercial vendors. For commercially sourced items the vendor will be responsible for all actions related to acquiring the material. This includes: planning, solicitation, evaluation, negotiations, contract award, contract administration, and contract management functions.
    • Palletizing, packing, marking, and labeling of all items for shipment to locations as required.
    • Maintaining level of stock in each bin to meet a 99% Bin Fill Rate (BFR) metric.
    • Assembly and distribution of kits of items as determined by the Army and DLA.
