Requirements

Contractor Logistics Support (CLS) for multiple Air Force terrestrial-based air defense sensors to detect and track threats in the complex National Capital Region (NCR) airspace in support of the air sovereignty and aerospace defense missions of North American Aerospace Defense (NORAD)/United States Northern Command (NORTHCOM).

These sensors rely upon contractor technical expertise for Field Site or Service support and Integrated Logistics Support (ILS). CLS also includes activities associated with system lifecycle sustainment and technical data elements or packages.

The systems use a two-level maintenance concept (e.g. unit level [field location/site] and depot). The maintenance is performed by the CLS Contractor and coordinated with the Program Management Office (PMO).

The system capabilities are classified. Any prime vendor will be required to have cleared personnel and a previous or currently accredited space and systems to receive a SECRET Special Access RFP package and execute a SECRET Special Access CLS contract.

Sustainment Concept

  • The sustainment concept is to maintain and maximize the system’s operational availability. The sustainment tasks includes:
    • Maintaining fielded systems per the Systems Requirement Document (SRD) and associated Technical Data Packages (TDP)
    • Providing Engineering Analysis and Recommendations
    • Maintaining the system’s software and Information Assurance updates
    • Supporting Government reoccurring testing and conclusion of system fielding
    • Providing logistics support for LRU equipment, communications, data processing, and security
    • Sanitation and disposal for system hardware

High-Level Program Requirements:

  • Vendors must be able to provide, as a prime or with one or multiple sub-contractors, the following capabilities.
    • Overall Requirements:
      • Experience and expertise in the management and maintenance of
        • High visibility / high availability hardware sustainment projects
        • Real-time/near real-time sensor systems
        • Provide requisite training for employees and simulation of tasks
  • Key Specific Requirements:
    • Field Service Support – up to and including 24/7/365 system monitoring; as well as onsite maintenance, support, and emergency depot-level repairs
    • Depot Level Maintenance – including modifications, hardware and software updates, repair of failed line replaceable units (LRUs), and coordination of repair by certified vendor
      • Includes repair determination & hardware problem reporting & tracking
    • Hardware and Software Maintenance
    • Experience working with Special Access capabilities and information.
    • Support to Government-conducted recurring testing
    • Maintain, document, and report System Availability, Mean Time Between Failure/Mean Time Between Critical Failure, and Reliability, Maintenance, Availability postures
