Background

NSWC Crane’s Infrastructure Division is tasked with providing infrastructure acquisition and construction management capabilities for NSWC Crane and Lake Glendora Test Facility. The Acquisition and Construction Management Branch (Code 1022) roles and responsibilities include: Infrastructure and Sustainment, Restoration, and Modernization (SRM) acquisition planning and execution oversight; Infrastructure engineering; Design management; SRM project development; Facilities project planning and implementation; Unspecified Minor Construction (UMC) management; Facilities engineering; and Construction management. The construction management function focuses on engineering construction management, project cost, schedule development and tracking; construction oversight to include submittal review, progress reports, engineering changes, site safety, beneficial occupancy closeout, punch list adjudication, and warranty support.

Requirements

  • The Contractor(s) shall provide all management, labor, material, equipment, transportation, supervision, environmental, safety, and quality controls to accomplish the following anticipated tasking under to be included within orders placed under this Indefinite Delivery Indefinite Quantity (IDIQ) contract: new building construction, unspecified minor construction (UMC) as defined per 10 U.S. Code 2805, building or building systems renovation, Sustainment Restoration and Modernization (SRM), structural repairs, site work, indoor/outdoor test ranges, clean room, industrial roofing, anechoic chamber, explosive storage, (calibration, radiological, explosive) laboratory, historical building renovation, FF&E, paving, Design-Bid-Build Construction, and Design-Build construction to include both Design and Construction within a singular task order. Activities incidental to construction may include work such as building/facilities demolition and debris removal, utility installation/replacement, equipment upgrades, landscaping, geotechnical work, mechanical, electrical, plumbing, security systems, and abatement of materials of environmental concern (e.g. materials containing lead, asbestos, Polychlorinated biphenyls (PCBs), or Hazardous Toxic Radioactive Waste – HTRW) at the following locations: Naval Surface Warfare Center, Crane Division (NSWC Crane) and/or Lake Glendora Test Facility (LGTF). Project volume under the MACC is anticipated to support up to five projects running concurrently at a given time.
