Requirements

  • Construct a Central Energy Plant (CEP) for Fort Cavazos’ Phantom East District. The Central Energy Plant (CEP) is not part of the Fort Hood privatized utilities system. The CEP will supply 24 buildings with chilled water replacing 24 air cooled chillers. Primary facilities include the building that will house the cooling towers, chillers, and associated pumps along with additional equipment and controls; and piping to supported buildings. Fire protection and detection systems, Energy Monitoring and Control System (EMCS), Sustainability/Energy Measures, and Cybersecurity Measures will be provided. Supporting facilities include new utilities (Gas, Water, Sewer, and Electrical) and connections, security lighting, paving, walkways, curbs and gutters, storm drainage, site clearing and grading, fencing, landscaping, and signage. Heating will be provided from a self-contained system. Facilities will be designed to a minimum life of 40 years in accordance with DoD’s Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance.
