Requirements

The contractor shall provide services to meet the following:

  • DeCA’s EDW/BI program requires program management support when completing DeCA’s business intelligence and analytical report projects.  Program management is needed to track annual training certificates of completion for DoD and DeCA mandated training for contractor and subcontractor personnel performing services under the contract. The EDW/BI program conducts weekly status reports and quarterly Project Management Review (PMRs).
  • DeCA’s EDW/BI program requires Continuity of Operations (COOP) and Disaster Recovery (DR) to keep the operation of the program in a continual state of readiness and provide operational support in the event of a disaster in accordance with the Disaster Recovery Plan. DeCA conducts an annual shutdown event to test the failover of both the Extract Transform and Load (ETL) and the database environments to sites in Sacramento, California or other DeCA designated DR sites to verify the ability to continue operations following a simulated disaster at DeCA Headquarters. The DR tests restoration of impacted operations to full operational capability.
  • DeCA’s EDW/BI program maintains configuration control and version control of enterprise data models, schemas, databases, processes, scripts, workflows, mappings, business objects’ universes, technical documentation, hardware, software and application licenses. DeCA must maintain the Standard Operating Procedure (SOP) for Teradata RDBMS management, for Backups, Archival and Restoral (BAR) tasks.
  • DeCA’s EDW/BI program must perform activities required to achieve and maintain a continuous Authority to Operate (ATO) for EDW/BI systems following the Risk Management Framework (RMF).  The program must perform an Annual Security Review and an Assess and Authorize (A&A) via eMASS (Enterprise Mission Assurance Support System). Enforcement of security policies and safeguards on personnel having access to the EDW/BI information systems must be maintained and report any unusual user behavior or unauthorized events.  The program must comply with government cyber security guidance to protect the information of the EDW/BI systems of hardware and software and must document and maintain security artifacts.
  • DeCA’s EDW/BI program must monitor data flows, research data, and interfaces for anomalies, inconsistencies, and missing data in the EDW/BI environments. If found, errors must be resolved. The program’s applications must be kept up-to-date and fully operational with routine patches and upgrades with an availability of 99.0% up time.
  • DeCA’s EDW/BI program requires a plan to execute a migration of the EDW/BI platform to a cloud service provider.
