Background

Bay Area Housing Facilities span a large area encompassing multiple home style types of construction. Some of these homes are historical landmarks dating back to the late 1800’s. There are four main areas into which the homes are grouped. The largest number of homes is in the town of Alameda, with close to three hundred units serving mainly the personnel stationed on Base Alameda. The oldest and most historic homes are on Yerba Buena Island, consisting of four homes (REPFACs) that are provided for the senior leadership in charge of West Coast operations. These homes are former Army command homes built in 1875.

On the north side of the bay is the Novato Housing Complex, part of the former Hamilton Airfield, covering 125 acres with 300 units on the site; 97 of these units are still in use for United States Coast Guard (USCG) members working mainly in the San Francisco and Petaluma areas. There are two types of construction, 1930’s era Spanish style homes, and apartments built in the late 1980’s. The fourth site is located on the USCG training center in Petaluma, CA (TRACEN Petaluma). The homes on this site are utilized by the permanent party personnel training new students for the USCG. These 127 units, constructed between 1949 and 1985, consist of 25 duplexes, 14 townhouses and one standalone unit. The duplexes are divided into 11 two-bedroom duplexes, 10 three-bedroom duplexes, and 4 four-bedroom duplexes. The townhouses are divided into 9 four-unit townhouses, with 6 three-bedroom units, 3 fourbedroom units and 5 eight-unit townhouses with 3bedrooms each.

Requirements

  • Provide personnel, equipment, tools, materials, supplies, transportation, management, supervision, and other items and services necessary to perform the said requirement.
  • This includes the maintenance and repair of Military Family Housing (MFH), Representational Facilities (REPFAC), Unaccompanied Personnel Housing (UPH) units, Guest Housing in Novato, associated real property, common areas, equipment, systems, and household appliances. The scope includes grounds maintenance for the entire housing area and janitorial services at the Alameda Housing Office.
  • The scope also includes management of all services to ensure use of competent personnel, and timely and accurate completion of all work to provide clean, safe, and habitable units. All work shall be performed in accordance with Means Facility Maintenance Standards where applicable, manufacturer’s recommendations, national codes (Electric Code, Plumbing Code, International Residential Code (IRC), etc.), Industry Standards (American Concrete Institute, Carpet and Rug Institute, Gypsum Association, etc.), and applicable Federal, State, and Local rules and regulations, and standard commercial practice unless otherwise specified herein.
  • Military housing maintenance applies to but is not limited to, all of the housing units, garages, playgrounds, grounds maintenance, office janitorial, utility infrastructure, the housing office, and other miscellaneous buildings, atonements, driveways, and sidewalks.
  • All Spanish-style housing in Novato and Quarters A at YBI are listed on the national Historic Register and must be maintained up to original standard
