Requirements

  • The Arlington National Cemetery Southern Expansion (ANCSE) is an approximately 60-acre expansion of Arlington National Cemetery (ANC). The expansion is being/will be executed under three separate construction projects: (1) Defense Access Road (DAR) and ANCSE Phase I; (2) ANCSE Phase II – South Parcel Operations Complex (Phase II); and (3) ANCSE Phase III – Cemetery Expansion
  • DAR/Phase I is currently under construction: Federal Highways Administration (FHWA) Eastern Federal Lands and Highways Division (EFLHD) is the lead design and construction agency. DAR is realigning roadways and utilities to maximize the contiguous land area available for cemetery expansion under Phase III (THIS SOLICITATION). The DAR contract includes applicable utility installations and rough grading to prepare the East Parcel for the start of construction of Phase IIIB.
  • The Phase II is currently under construction: USACE NAO is the lead design and construction agency. Phase II is comprised of an office building, maintenance facilities, laydown and storage space, a parking structure, and all supporting utilities in the parcel south of Columbia Pike which is being realigned under the DAR/Phase I contract. Phase II consists of Subphase IIA and IIB as indicated in blue font in the graphic below. Phase IIB includes applicable utility installations and rough grading to prepare the West Parcel for start of construction of Phase IIIA
  • The Phase III Cemetery Expansion (THIS SOLICITATION) will provide more than 80,000 additional interment spaces including above ground cremated, in-ground cremated, in-ground traditional casketed, and in-ground crypts. A network of roadways, sidewalks, and pedestrian walkways will be constructed and tied into the existing system at ANC. New buildings include a visitor screening facility, public bathrooms, and an open-air committal shelter. To maintain the ANC character and status as a level III arboretum, extensive landscaping and horticulture plantings are included. The project involves substantial earthwork, extensive landscaping and installation of high-quality turf, and culturally significant structures with monumental decorative or commemorative stonework. The project includes integration of the existing Air Force Memorial, installation of pre-set concrete crypts, above-ground columbaria, ornamental security and boundary fencing, and a secure pedestrian access point. The Air Force Memorial is an existing structure within the construction zone that requires some demolition to merge the western and a portion of the northern memorial boundary with the cemetery expansion.
