Aircraft Maintenance Services Background

The United States Coast Guard (USCG) maintain and operates a fleet of MH65 aircraft. These aircraft return from various air stations to the Aviation Logistics Center (ALC) Short Range Recovery (SRR) Division in Elizabeth City, NC to complete planned depot maintenance (PDM) every forty-eight (48) months. During this time, the aircraft are completely disassembled, cleaned, repaired, repainted and built back up before returning to the fleet. The USCG requires aircraft maintenance services to perform the disassembly, maintenance, repair, inspections, evaluations of sheet metal and composite structures, electrical and electrical components, avionics and avionics components, dynamic components, landing gear and flight controls, along with the routing and verification of components, equipment and supplies on the SRR MH-65 aircraft.

Aircraft Maintenance Services Requirements

Specific Requirements/Tasks:

  • Aircraft Mechanic I (Sheetmetal):
    • The Aircraft Mechanic I (Sheetmetal) troubleshoots malfunctions, repairs, and modifies aircraft structures and structural components. This mechanic reads and interprets technical maintenance manuals, service bulletins, technical orders, blueprints, sketches, engineering data, and other specifications to determine feasibility and method of repairing or replacing malfunctions or damaged components. These mechanics repairs, replaces, and rebuilds damage to aircraft structures or sheet metal systems, such as wings and fuselage and functional components including rigging and surface controls, using hand tools, power tools, machines and equipment such as shears, sheet metal brake, rivet guns and drills. This mechanic will examine and prepare parts and items to locate defects; will prepare defective surfaces for successive operations by sanding, scraping, applying prepared solvents and cleaning agents.
    • This mechanic will be required to follow work orders, as assigned by the Program Manager. All work is subject to Government Quality Assurance (QA) review in process and upon completion for compliance with requirements, instructions, specifications, shop practices and procedures.
    • The mechanic shall work independently and complete all repairs and modifications in a timely manner; with minimal rework or discrepancies noted.
  • Aircraft Mechanic I (Composite):
    • The Aircraft Mechanic I (Composite) troubleshoots malfunctions, repairs, and modifies aircraft structures and structural components. This worker reads and interprets technical maintenance manuals, service bulletins, technical orders, blueprints, sketches, engineering data and other specifications to determine feasibility and method of repairing or replacing malfunctions or damaged components. This mechanic will repair and fabricate routine composite/plastic parts and aircraft structures using pre-constructed fixtures, molds and form blocks, by pouring liquid plastic compounds into molds or shaping, cutting, drilling and installing composite aircraft cowlings, windshields and canopies. This mechanic will make repairs by using common types of plastic resins and sheet stock such as polyesters, epoxies and acrylics to complete routine repairs and assignments.
    • This mechanic will examine and prepare parts and items to locate defects; will prepare defective surfaces for successive operations by sanding, scraping, applying prepared solvents and cleaning agents.
    • This mechanic will be required to follow work orders, as assigned by the Program Manager. All work is subject to Government QA review in process and upon completion for compliance with requirements, instructions, specifications, shop practices and procedures.
    • The mechanic shall work independently and complete all repairs and modifications in a timely manner; with minimal rework or discrepancies noted.
  • Aircraft Mechanic I (General)
    • The Aircraft Mechanic I (General) tasking listed below encompasses Aircraft Mechanic I positions assigned to Disassembly, Back-Shop, Fuel Cell Shop, Assembly, and End of Line, and shall provide aircraft mechanical duties for the SRR Product Line and/or throughout ALC. This Aircraft Mechanic I (General) duties will include, but is not limited to:
      •  Repair and maintain various mechanical, fuel and hydraulic systems.
      • Perform flight line maintenance of assigned and transient operational aircraft, including functional testing, troubleshooting, and repairing all airframe mechanical systems, or post assembly checkout, adjustment, and repair of overhauled and modified aircraft to prepare for and correct deficiencies found on functional flights.
      • Will be required to follow work orders, as assigned.
      • Check a variety of complex technical guides to ensure they include up-to-date changes.
      • Report errors and poorly presented or confusing information to the COR.
      • Demonstrate or explain proper techniques, method of operation, and safety practices.
      • Observe performance and work with the employee, leader, or supervisor to resolve problems.
      • Maintain a clean and safe work area.
      • Cleans, lubricates, and maintains tools and equipment.
      • May transport, store, or use hazardous wastes and materials (HAZMAT) during operations.
      • Perform other Aircraft Maintenance duties as required.
      • Shall work independently and complete all repairs and modifications in a timely manner, with minimal rework or discrepancies noted.
  • Aircraft Mechanic I (Electrical/Avionics)
    • The Aircraft Mechanic I (Electrical/Avionics) shall provide aircraft electrical/avionics duties for SRR Product Line and/or throughout ALC. The Aircraft Mechanic I (Electrical/Avionics) duties will include, but is not limited to:
      • Tests, troubleshoots, analyzes, modifies, and repairs electrical systems and components.
      • Traces hard to located and intermittent electrical defects and problems using a variety of meters and devices.
      • Sets up and operates computerized circuit analyzing equipment to run established and new diagnostic problems in various test modes to test aircraft electrical circuitry and interconnecting cabling of the entire aircraft or individual systems such as radar, navigational computers, and radio flight control.
      • Assist engineering personnel in developing modifications and changes on electrical, electronic, instrument, and other integrated electrical systems.
      • Sets up and operates of computerized multiple circuit analyzing equipment in manual, semiautomatic, or automatic mode to run existing and new diagnostic programs to test and analyze aircraft electrical circuitry and interconnecting cabling of systems such as navigational computers, radar, and related equipment to repair discrepancies.
      • Will have the ability to perform a full range of aircraft electrical/avionic maintenance, repairs, modifications, inspections in accordance with approved methods, techniques, practices, and certifies accomplished work.
      • Ability to adjust, repair, or replace electrical wiring systems.
      • Experience in the installation and removal of electrical/avionic components.
      • Experience in troubleshooting and repair of aircraft interface issues with electrical/avionic components, antennas, radar systems, navigation systems, and flight director systems.
      • Shall work independently and complete all repairs and modifications in a timely manner; with minimal rework and discrepancies noted.
  • Aircraft Mechanic Helper (Disassembly)
    • The Aircraft Mechanic Helper shall perform disassembling, cleaning, prepping, and routing of aircraft parts and components. When all aspects of the primary tasking have been completed or priorities dictate, this position will perform other aircraft helper duties for the SRR Product Line and/or throughout ALC. The Aircraft Mechanic Helper shall work directly with more skilled personnel to perform a variety of routine tasks. The Aircraft Mechanic Helper duties shall include, but are not limited to:
    • Assist in the disassembly of aircraft or major components for overhaul or modification.
    • Observe work processes and after appropriate instruction, select tools and supplies for proper usage to assist in removal of major components of aircraft structure or systems such as control surfaces, fairings, access panels, doors, hatches, landing gear assemblies, engines, activator units, tubing, electrical wiring, and control cables.
    • Read blueprints and sketches to understand the functions of the parts or units and discusses with lead personnel how to plan and carry out work e.g., component removal; finding faulty parts or units; and how to comply with safety practices including positive tool control.
    • Perform routine duties such as furnishing materials, tools and supplies to mechanic; lifting and holding materials in place during operation; cleaning work areas and machines, tools and equipment.
    • Clean aircraft, interior and exterior parts and assemblies with solvents or other cleaning solutions.
    • May assist flight line mechanic in servicing and repairing aircraft prior to flight.
    • May work as part of a team, under the direction of higher-grade employees, in order to accomplish larger and more complex operations such as jacking and leveling aircraft, installing and adjusting engines, landing gear assemblies, instrument panels, flight control systems, and movement of aircraft.
    • Perform other Aircraft Mechanic Helper duties as required.
