Air Trainning Command Background

The Base Operations Support Services (BOSS) Team, located at Joint Base San Antonio (JBSA) Randolph, TX, is responsible for establishing a strategic sourcing contract vehicle for Air Education and Training Command (AETC) wide contracted base operations support. The Indefinite Delivery Indefinite Quantity (IDIQ) contract awarded will provide a suite of contractors for Task Order competitions to meet AETC needs, which may include customers from other agencies, within the Continental United States (CONUS), Alaska and Hawaii.

Air Trainning Command Requirements

Services: The overall maintenance concept shall be implemented IAW all directive publications listed in Airfield Services, Base-Wide Support, Civil Engineering (CE), Information Technology (IT), and Logistics (LG) directive publications listed of each individual Task Order. Per each individual Task Order, the Contractor shall perform base operations support services that include:

Transient Aircraft Maintenance: Include the following activities but are not limited to Aircraft Ground Handling Services for transient aircraft and maintenance support for all assigned powered and nonpowered aircraft ground support equipment (SE). Transient Aircraft Maintenance provides service to a wide variety of aircraft, fixed and rotary wing, flown by: DoD, National Aeronautics and Space Administration (NASA), Coast Guard, courier contract, civilian aircraft on AF official business, and National and Foreign dignitaries’ aircraft. Transient Maintenance also provides the capability to respond to crash damaged aircraft both on and off base, and aircraft declaring an In-Flight Emergency (IFE).

Resource Management: Activities that include but are not limited to providing Financial Management (FM) Services for BOS activities. Some examples of financial management include developing/validating annual execution plans, understanding the Planning, Programming, Budgeting, and Execution (PPBE) process, validating/preparing accounts receivable, dealing with refunds/reimbursements; provide base liaison duties and supporting end of year closeout accounting under contract.

Communications and Information Technology: Activities that include but are not limited to providing telecommunication support for Base support; establishing and providing IT network enterprise solutions; establishing and providing public address/video support/giant voicework center.

Visual Information Services: Activities that include, but are not limited to graphics, photography, and video imaging and Pilot Training Curriculums.

Publishing Management: Activities that include but are not limited to administration of publications and forms management functions.

Installation Management: Activities that include but are not limited to oversight and management of civil engineering functions, civil engineering reimbursement, real estate/real property management/ accountability support, environmental management and housing referral relocation/furnishing management.

Operations and Maintenance: Activities that include, but are not limited to provide all management, labor, tools, vehicles, equipment, and training required to fulfill all life-cycle operations and maintenance of facilities, non-privatized infrastructure, Real Property, and Real Property Installed Equipment. Providing execution, management, and oversight of facility and infrastructure operations, maintenance and repair, material control, work planning, customer service, service contract management, and operations engineering capabilities.

Installation Engineering: Activities that include but are not limited to providing installation engineering, environmental engineering, portfolio optimization/project management functions, and integrate/create management plans in accordance with local, state, and federal policies/regulations.

Grounds Management: Activities that include but are not limited to perform grounds maintenance in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance in accordance with local, state, and federal policies/regulations.

Emergency Management (EM): Activities that include but are not limited to manage the entire scope of the installation’s EM program and provide peacetime disaster response, and contingency operations for all hazard spectrums.

Vertical Transportation Equipment (VTE): Maintenance activities that include, but are not limited to inspections, maintenance, repairs, replacements, and routine and emergency service calls necessary for real property VTE continuous and safe operations.

Fire and Emergency Services (F&ES): Activities that include but are not limited to providing continuous fire protection and fire prevention services, management, health & safety, training, emergency communications, and fire protection such as aircraft rescue & firefighting, structural & miscellaneous firefighting, wildland urban interface firefighting and limited wildland firefighting, technical rescue, hazardous materials response, and emergency medical response programs for the installation.

Airfield Management Services: Activities that include, but are not limited to ensuring a safe, efficient, and effective airfield environment for aircraft operations.

Supply and Logistic Material Management Services: Activities that include but are not limited to perform asset management functions such as stocking, storing, issuing, managing, inventorying, inspecting, and accounting for DoD supplies and equipment.

Transportation: Activities that include, but are not limited to traffic management, ground transportation and vehicle maintenance, vehicle operations and maintenance management, personnel and cargo transportation.

Purchasing: Purchasing management activities that include but are not limited to purchasing subcontract management and construction subcontract management and construction contract administration support.

Community Services: Activities that include but are not limited to providing family, youth and single Airman recreational activities and facilities to support official and non-official functions and offer a wide variety of customer driven programs and services. Examples: training, fitness and sports services, funds management, library and informational services, mail services, and document security.

Human Resources: Activities that include but are not limited to providing Military and DoD Civilian Awards and Decorations, military personnel system manager services, education and training, and a broad range of human resources support to active duty, guard, reserve, DoD civilian employees, Non-Appropriated Fund (NAF) Employees, contractors, retirees, and eligible family members.

Weather Services: Weather service activities that include but are not limited to providing air support weather operations, mission weather operations, and staff weather operations.

Custodial Services: Custodial Services that include but are not limited will perform custodial cleaning services in a manner that shall maintain a satisfactory facility condition and present a clean, neat and professional appearance.
