Requirements

The Contractor shall remove all structures, conductor, shield wire, grounding and all other items associated with this line except the existing OPGW and rebuild the line with all new materials.

The total length of the rebuild is approximately 12.1 miles.

The existing line is predominantly of wood pole, H-frame construction with 556.5 kcmil ACSR conductor. The new line shall consist of predominantly H-frame construction utilizing galvanized steel structures. The new phase conductor shall be 1192.5 kcmil, Grackle Conductor. New OPGW will be installed end to end in addition to the transfer of existing OPGW which will be located in the structure position opposite of the new OPGW cable.

Structures 59 and 60 are existing steel structures that span over a river with difficult accessibility. Field work will be required to modify the conductor attachment heights on the poles and to add additional guying to the existing steel poles. Contractor shall be responsible for all field modifications.

Work to rebuild this line shall be performed with the line deenergized. The Contractor shall perform work in a manner to minimize the amount of time that the line is out of service.

The work on this project further includes furnishing all labor and materials necessary to add fiber and related facilities in each of the substations from the new splice cans installed at the line terminations into the substation control houses. Discussion of the work at each location is described below.

Offerors must be able to demonstrate through past performance a minimum of two (2) years of experience in high voltage energized/hotline work for consideration to be determined responsible. Additionally, offeror’s onsite superintendent must have a minimum of three (3) years of experience as a superintendent or foreman on high voltage transmission line rebuild construction projects.
